City-Weighmaster Joseph G. Thomas, of No. 620 Somerset street, is the proud possessor of the only Army allotment roll in the city, so far as is known by the most active soldiers of the Union Veteran Legion and the Grand Army of the Republic in Johnstown, and he takes pleasure in explaining its meaning to friends who call at the weigh-scales, where the roll is hanging on the wall above his desk.
Mr. Thomas says that when the boys of Company I went out in '62 they agreed to keep a few dollars each month from their pay with which to buy tobacco, fresh bread, and cakes outside of their regular army rations. Each named a person at home as Assignee and directed the Paymaster to send his pay to Johnstown, in care of the late Hon. Daniel J. Morrell, for distribution, the money being turned over to the Assignee by the late Howard J. Roberts at the First National Bank.
This allotment roll, which was for the months of January and February, 1862, came here with the money sent on by the Paymaster and was in possession of Howard J. Roberts at the bank until his death in the Great Flood of 1889, when his son, Dwight Roberts, now Cashier of the Citizens' National Bank, took charge of it. The paper, which was slightly damaged by water in the Flood, was recently turned over to Mr. Thomas, who has had a fine oak frame placed around it.
The roll is almost as large as a page of The Tribune and contains the names of many who are now dead. The Captain of the company is still living in the State of Florida and a few other survivors are well-known residents of Johnstown and vicinity, as will be seen by a glance at the following copy of the roll, the figures in the first column indicating the amount paid the Assignee:

We, the undersigned, members of Company I, Fifty-fourth Regiment of Pennsylvania Volunteers, hereby request the Paymaster of said regiment to reserve from our monthly pay the amount set opposite our names, the same to be transmitted to Daniel J. Morrell, of Johnstown, Pa., for distribution to the persons respectively indicated by us as assignees:
